Place the stock in a saucepan over low heat and keep warm throughout cooking.
Heat olive oil and 1 tablespoon butter in a wide heavy skillet or saucepan over medium heat.
Add shallots and cook for 3 to 4 minutes until soft and translucent.
Add garlic and cook for about 20 seconds until fragrant. Do not brown the garlic.
Add Arborio rice and stir for about 1 minute until the grains appear glossy with translucent edges.
Pour in the white wine and stir until nearly absorbed.
Add warm stock one ladle at a time while stirring frequently. Allow most of the liquid to absorb before adding more stock.
Continue cooking for about 18 to 22 minutes until the rice is creamy with a slight firmness in the center.
Remove from heat and stir in remaining butter, Parmigiano-Reggiano, half the lemon zest, and lemon juice.
Add a splash of warm stock if needed until the risotto becomes glossy and fluid.
Season carefully with kosher salt and black pepper.
